President of the Public Oversight, Accounting and Auditing Standards Authority He graduated from Ankara University, Faculty of Political Sciences, Department of Public Administration and Anadolu University, Faculty of Business Administration. He completed his master's degree (in English) at Istanbul University, Department of Finance and Beykent University, Department of International Economic Politics and Business Administration. He completed his doctorate at Marmara University, Department of Public Administration and Marmara University, Department of Business Administration. He served as a visiting professor at Marmara University's Local Governments, Global Cities and Istanbul Studies Master's Program between 2014-2018. Özçelik, who started his career at Istanbul Metropolitan Municipality in 1995, served as Assistant Auditor, Auditor, Budget Finance and Audit Deputy Manager, Internal Auditor, Subsidiaries Coordination Manager and Deputy General Manager of IETT Enterprises. He served as a Board Member and Deputy Chairman at Istanbul Metropolitan Municipality subsidiaries İDO, İGDAŞ, İstanbul İmar and İstanbul Enerji between 2002-2022. He played an active role in the privatization process of İDO. Between 2010-2011, he served as a member of the Board of Directors of the Public Internal Auditors Association (KİDDER), holds the Internal Auditor A1, A2 Certificate and the Public Auditor Certificate (CGAP) and is a member of the Turkish Internal Audit Institute (TİDE). Özçelik has been serving as the President of the Public Oversight, Accounting and Auditing Standards Authority since January 29, 2022. |

Capital Markets Board of Türkiye Executive Vice Chairman Started his professional career in 1998 at the Inspection Board of a private bank and worked at the Capital Markets Board (CMB) since 1999. Among other duties, he led the regulatory side of the establishment of TURKDEX, the first derivatives exchange of Türkiye, and took part in the launching of the Central Securities Depository of Türkiye (MKK) and the establishment of the dematerialization of the system. Between 2006 and 2009, he served as Deputy Head of the Market Surveillance and Regulation Department, and after completing his master's degree in finance in the USA, he joined the CMB's Intermediary Activities Department in 2011. Between 2014 and 2021, he served as the Head of the Department and was responsible for the regulation, supervision and oversight of investment institutions, as well as the regulation of the activities of financial market infrastructure institutions in Türkiye such as Borsa İstanbul, Takasbank and MKK. Ali İhsan GÜNGÖR, who is currently serving as the Vice Chairman of the Capital Markets Board, took the responsibilities of the Intermediary Activities and Market Surveillance and Supervision Departments between April 2021 and June 2022, and after June 2022, his responsibility for the Market Surveillance and Supervision Department was transferred to the Institutional Investors Department. He graduated from Hacettepe University, Department of Economics (English) in 1998, received his master's degrees in Econometrics from Gazi University and in Finance from George Washington University. |

HPE AI/ML Business Development Manager Central Europe Tuğba Kadı, who has degrees from Boğaziçi University, International Trade and Massachusetts Institute of Technology, Machine Learning, started her career journey in the banking sector in 2011. He has traditional and agile Project Management experience in digital transformation and technology integration projects. Afterwards, he worked as an international IT Project Coordinator in Daimler AG mobility services projects in the automotive industry. Upon joining HPE in January, 2020, he will be working on Artificial Intelligence, Machine Learning, Big Data, etc. within the scope of his role as HPE CERTA Region Data & AI Ambassador CERTA. It takes an active role in sales activities in 82 countries in data-based projects and carries out Business Development in the field of Artificial Intelligence. |

Deputy Minister Graduated at Ondokuz Mayıs University Faculty of Medicine. After becoming a medical doctor, he pursued a master's degree in "Leadership and Global Entrepreneurship" and completed a master's and doctoral degree in "Healthcare Institutions Management." Being an associate professor in his field, Birinci started his professional career in 1998. He worked as a physician in various public institutions in Rize and Istanbul. He held positions such as Deputy Chief Physician at Ümraniye EA Hospital (2005-2009), Deputy Director at Istanbul Provincial Health Directorate (2009-2012), and General Secretary at TKHK Istanbul Anatolian North Region (2012-2014). In the Central Organization of the Ministry of Health, he served as Deputy Undersecretary (2014-2018) and was appointed Deputy Minister of Health in August 2018, a position he currently holds. During his tenure at the Ministry, he was responsible for setting strategies and goals, planning, regulation, and coordination. Dr. Birinci is a member of the executive board of Teknofest and has been instrumental in organizing health technology and artificial intelligence competitions. He is the founder and executive board member of TÜSAP, Türkiye's first think-tank organization on health policies and management. He is also a board member of TÜRKSAT and serves as the chairman of the Izmir Biomedicine and Genomics Center. In 2021, he was selected as one of the 50 most influential leaders shaping the future of healthcare by HIMSS (Healthcare Information and Management Systems Society). Dr. Birinci, who has been leading Türkiye’s "Digital Transformation in Healthcare" process, has personally designed and successfully implemented numerous IT projects that are considered regional and global examples in the digital health journey. These projects include e-Nabız, Teleradiology, SBA, MİZ, HSYS, ESİM, REÇETEM, Beyaz Kod, ASOS, SİNA, EKİP, e-Rapor Sistemi, HYP, MELİS, Korona Önlem, FİTAS, RUHSAD, ÖZDES, Sağlık Pano, Hayat Eve Sığar, Dr. e-Nabız, AŞILA, NeyimVar?, EVS, Afet Destek and have contributed to the adoption of a "culture of managing with information" in all areas of health. Dr. Birinci has published numerous books, articles, and scientific studies on various topics, including health management, digitalization in healthcare, health economics, national technology initiatives in health, healthy living, health improvement and preventive health services, treatment services, telehealth, and the future of healthcare, both nationally and internationally. |

Prof. Hamparsum “HAM” Bozdogan, PH.D. TOBY McKenzie Professor, Department of Business Analytics and Statistics, The University of Tennessee Hamparsum ("Ham") Bozdogan is Toby McKenzie Professor in Business, Information Complexity and in Model Selection in the Department of Business Analytics and Statistics in the HASLAM College of Business at the University of Tennessee Knoxville (UTK), in Knoxville, TN, U.S.A. He is a nationally and internationally recognized renowned expert in the area of information-theoretic statistical modeling and model selection and information complexity measures, which are now currently used in MATLAB, R, SAS, JMP, IBM’s SPSS, and EQS software packages. He is also a faculty affiliate member at the Institute of Biomedical Engineering, and the Department of Mathematics, at UTK.Bozdogan received his B.S. degree in Mathematics, 1970 from the University of Wisconsin-Madison, and both of his M.S. and Ph.D. degrees in Mathematics, 1978 and 1981, respectively, from the University of Illinois at Chicago majoring in Probability and Statistics (Multivariate Statistical Analysis and Model Selection) with a full-minor in Operations Research. Marco Puts is a Dutch methodologist, who holds a Master's degree in Cognitive Science from Radboud University. He earned his PhD in Psychophysics at the Radboud University and worked as a postdoctoral fellow at the University of Chicago. His career began in 2007 as a methodologist at Statistics Netherlands. In the following years, he began focusing on big data and data science in official statistics, which led him to become one of the lead data scientists at Statistics Netherlands' Center for Big Data Statistics, a group dedicated to using big data as an official statistic. He was a member of the Eurostat task force Big Data, and participated in the ESSNet Big Data. In 2021, he shifted his focus on exploring the application how machine learning techniques could be applied in official statistics and developing methodology for the use of machine learning. He participated in several international projects, including the ONS-UNECE group, where he lead a team investigating the quality of training data in machine learning. Earlier this year, he introduced an integrative, methodological framework for machine learning at the Conference on Foundations and Advances of Machine Learning in Official Statistics in Wiesbaden. This summer, he became the theme leader for the methodology department at Statistics Netherlands's research program on applicable artificial intelligence. His expertise lies in the development of machine learning methodologies for official statistics an he has advocated for a more scientific and methodological approach to artificial intelligence. |
